Peter Lilley, Conservative MP and secretary of state for trade 20 years ago when a bomb exploded prematurely in St Albans, Hertfordshire, has condemned plans to hold a memorial for the bombers. IRA members Patricia Black and Frankie Ryan died when the bomb intended for the Blues and Royals military band explodes prematurely, and it is believed to be the Ryan family who plan to lay a wreath at the spot.
